Speaker:  Alabama State Treasurer John McMillan

Topic Description:

As State Treasurer, John McMillan is responsible for the cash management duties of receiving, depositing and investing all state funds, bond management, unclaimed property, two college savings programs and management of the state’s collateral pool for public funds deposits. He also plays an essential role in managing the Alabama Trust Fund (ATF), Alabama’s $2.5 billion investment fund built from the proceeds of the sale of the state’s offshore oil and gas reserves.

Speaker Bio:

John McMillan grew up in the rural community of Stockton, Alabama in Baldwin County. After graduating from Baldwin County High School, McMillan attended Rhodes College where he earned a BA in economics and returned to work at the family sawmill.

His interest in public service grew out of his appointment by Governor Albert Brewer to the Baldwin County Commission.

McMillan served on the Baldwin County Commission, was twice elected as a State Representative, served as Commissioner of the Alabama Department of Conservation & Natural Resources, was Executive Vice President of the Alabama Forestry Association for over 20 years, and served 14 years on the State Personnel Board.

During his time as the Commissioner of the Alabama Department of Conservation & Natural Resources, McMillan was instrumental in the creation of the Alabama Trust Fund, a state trust to preserve the revenue from offshore oil and gas leases.

McMillan was elected as Commissioner of the Alabama Department of Agriculture and Industries in 2010 and re-elected in 2014.

While Agriculture Commissioner, McMillan served as President of the Southern Association of State Departments of Agriculture (SASDA), the Southern United States Trade Association (SUSTA), on the Board of the National Association of State Departments of Agriculture (NASDA), and continues to serve on the Board of the University of South Alabama Foundation.

McMillan was elected State Treasurer in 2019. He is responsible for cash management duties of receiving, depositing and investing all state funds, bond management, unclaimed property, encouraging college savings programs, and facilitating public funds deposits.

Besides an enthusiasm for community and public service, McMillan loves hunting, fishing and other outdoor activities.

He and his wife, Kathryn, have two sons William and Murphy. Murphy and his wife Beth have two children, daughter El and son John.
